About RPF
Rockstar's RAGE engine keeps its data in RPF archives, and Grand Theft Auto V mods often come as an RPF to drop in the game's mods folder. RPF7 is GTA V's version, the one Filepeek reads.
An RPF7 starts with its count of entries and the kind of encryption it uses. The game's own are encrypted with keys from its program, while OPEN archives, as modding tools write them, are not. Its files are packed with deflate, and its resources, like textures and models, keep a header of their own.
Filepeek lists an open RPF like a folder, RPFs inside RPFs too, with a page counting what it holds. Texture dictionaries open as folders of pictures, models in the 3D viewer and map data as trees. An encrypted RPF shows how many entries it has and says it's encrypted, since Filepeek carries no game keys.

Why won't the game's own RPFs open?
The ones that come with GTA V are encrypted with keys inside the game, which Filepeek doesn't carry or take, so it shows how many entries they have and says so. Mods are usually saved open, and those open.
